Mark Lopianowski

Mark is a seasoned professional with broad executive and management experience in domestic and international environments.  Early in his career he held various senior management positions in large corporations.  He then co-founded Teleconsult, a management and engineering consulting organization in Telecommunications and Information Technology.

As president and CEO, he played a key role in building the company over a period of 25 years into an internationally recognized organization, with the highest professional and ethical standards that grew to become the largest of its kind in Western Canada. 

In 1997 Teleconsult merged with Deloitte Consulting Group, creating a center of excellence in Telecommunications Management Consulting.

Throughout his career Mark has worked in the fields of satellite communications, wireless applications, rural communications and large terrestrial networks.  More recently he has been involved in introducing applications of information technology within the medical health delivery environment.  He has distinguished himself with his clients and customers through assignments that included the following key areas:

  • Corporate strategy development
  • Market development in domestic and international markets
  • Strategic management of change
  • Organizational design for sustainability
  • Program leadership and directing of large multi-disciplinary teams

Mark has also provided program leadership and directed large multi-disciplinary groups on a variety of domestic and international projects, including Program Management of the ten-year Technical Assistance Project in the Philippines, co-funded by a number of International Lending Agencies (ADB, CIDA, and IDB).  In this role, Mark directed a program comprising a complex portfolio of projects spanning a variety of areas including telecommunications sector restructuring, privatization, policy/regulatory work, rural network design, and change management.  The Program was undertaken in close working relationship with the Philippine Government and resulted in significant changes being effected in the telecommunications sector including implementation of major policy reform, streamlining of the regulatory process, and introduction of competition.

Other highlights of Mark’s career include: development of a change management methodology referred to as Sustainable Institutional Strengthening; conceptual design and technology studies for a Commonwealth distance learning network; the design of terrestrial and satellite-based pipeline utility communications systems; development of telecommunications strategic plans for major Canadian utilities and the City of Vancouver; a mobile radio data system for public safety agencies; a regional satellite communications network; and, development of a multi-user mobile network serving the Yukon Government, Canadian Federal Departments and the Royal Canadian Mounted Police.
